Portugal 4× RMMG: The €3,680 AIMA Floor
Prove a €3,680 three-month average at 4× Portugal’s 2026 €920 RMMG, then convert the consular sticker into AIMA’s two-year residence title.
- Last three months of documented remote pay must average at least €3,680 (4 × the 2026 €920 RMMG) under Decreto Regulamentar n.º 84/2007 arts. 18.º-B and 31.º-A.
- Lei n.º 23/2007 art. 61.º-B is the residence path for work performed for entities outside Portugal; art. 54.º n.º 1 i) is the under-one-year temporary-stay track with the same 4× income test.
- AIMA issues the remote-activity residence title for two years from the card date, renewable in successive three-year periods; the consular sticker is only the entry document.
- Decreto-Lei n.º 139/2025 set Portugal’s guaranteed monthly minimum wage at €920 from 1 January 2026, which is why the 4× floor moved with the wage.
- Portuguese tax residence under CIRS art. 16.º is more than 183 days in a 12-month window or a habitual home; an AIMA card plus lease often trips IRS in Portugal while the US still taxes worldwide income.
- The 2026 US FEIE cap is $132,900 per qualifying person on Form 2555; FEIE does not replace Portuguese IRS, and IFICI generally does not cover pure foreign-employer activity.

Portugal’s digital-nomad residence visa currently prices you in at €3,680 a month. That is four times the 2026 retribuição mínima mensal garantida of €920, fixed by Decreto-Lei n.º 139/2025 from 1 January 2026. The three-month average on your remote-work deposits has to clear that bar. Miss it, or show the money from a Portuguese client, and the file is not a D8. It is a refusal.
This guide is for US remote operators who already earn in dollars and want a two-year Portuguese base without taking a local job. Beginners get the document stack and the two-step consulate-then-AIMA path. Families need the household overlay on top of the 4× wage test. Retirees should stop early and use the Portugal D7 passive-income visa instead: this path is a work test, not a pensionado file. For portable-income setup around the same move, use the Expat Business & Remote Work hub.
Who actually qualifies for Portugal’s D8 visa?
Portuguese law does not brand the permit “D8” in the statute. Consulates use that shorthand for the national residence visa in Lei n.º 23/2007, artigo 61.º-B: subordinate workers and independents who perform professional activity remotely for individuals or companies with domicile or headquarters outside Portugal, and who can prove the employment or services relationship.
The paperwork rules sit in Decreto Regulamentar n.º 84/2007. Artigo 31.º-A (residence visa) and artigo 18.º-B (temporary-stay visa) both require proof of average monthly income from that remote activity over the last three months of at least four guaranteed monthly minimum wages. As of September 2026, that math is 4 × €920 = €3,680.
There is a shorter track. Artigo 54.º, n.º 1, alínea i) of Lei n.º 23/2007 creates a temporary-stay visa for the same remote work, also documented under artigo 18.º-B. Use that only if you want under a year. The residence visa is the one that converts, at AIMA, into a two-year residence card renewable in three-year slices.
What income actually counts?
The three-month average has to come from the remote employment or independent activity you will keep doing from Portugal. W-2 salary from a US employer that explicitly allows remote work counts. Documented invoices to non-Portuguese clients count. A one-time crypto gain, a 401(k) withdrawal, or rent from a US duplex does not turn a D7 fact pattern into a D8 file.
Independent operators should bring more than PayPal screenshots. Artigo 31.º-A lists a company contract, a services contract, a written proposal, or documents showing services already rendered. Match those contracts to bank credits. If the names do not line up, consular officers treat the cash as unexplained.
How does D8 compare with D7 and Spain’s telework permit?
Search results mash D8 into “Portugal digital nomad.” The cash-flow choice is narrower. D7 is passive-income residency. Spain’s telework permit is a different Schengen wage formula. Latvia’s remote-work visa is another OECD-payroll test. Put the bars next to each other before you book VFS.
| Path | 2026 income bar (as of Sep 2026) | Work restriction | First residence card |
|---|---|---|---|
| Portugal D8 residence visa (art. 61.º-B) | €3,680/month average over last 3 months (4 × €920 RMMG) | Remote work for entities outside Portugal | 2 years, then 3-year renewals (AIMA) |
| Portugal D8 temporary stay (art. 54.º, 1, i) | Same 4 × RMMG three-month test | Same remote-work rule | Stay under 1 year; not the two-year card |
| Portugal D7 (passive) | Consular subsistence on the RMMG scale, not the 4× remote test | Pension, rents, and similar; not a remote-work visa | See the D7 guide; do not mix dossiers |
| Spain telework permit | 200% of SMI (€2,849/month in the site’s current Spain file) | Remote work for non-Spanish firms | Different statute; see Spain’s €2,849 SMI bar |
Data note: the €920 RMMG is from Decreto-Lei n.º 139/2025. The 4× multiplier is from Decreto Regulamentar n.º 84/2007, arts. 18.º-B and 31.º-A. Spain’s figure is a different statute. Confirm the consulate checklist on the day you file; wage indexes move every January.
€3,680/month × 12 = €44,160/year. At $1.10 per euro that is about $48,600 of documented remote pay — well under the 2026 US FEIE cap of $132,900, but still a hard Portuguese immigration floor, not a tax floor.
Family overlay: do not confuse 4× with 100/50/30
The Ministry of Foreign Affairs subsistence page for national visas still prices the household off the same €920 RMMG, with a first-adult 100% weight and reduced weights for additional adults and children. That table is a means-of-subsistence rule for long-stay visas in general. D8 layers the separate 4× remote-income average on the principal.
Do not invent a blended “€3,680 plus 50% plus 30%” spreadsheet unless your consulate’s written checklist says so. Bring three months of the principal’s remote pay at or above €3,680, plus the MNE subsistence evidence the post actually lists for accompanying family. If the spouse also works remotely for a non-Portuguese entity, document that activity separately rather than stuffing it into one average.
What is the consulate-then-AIMA sequence?
You do not walk into Lisbon and buy a residence card. You obtain a national residence visa abroad, enter, then file for the card with the Agência para a Integração, Migrações e Asilo. AIMA’s current remote-work page is explicit: the grant request is scheduled (or, when the electronic channel is live for that visa class, filed online) and delivered in person with the signed form.
- Confirm the post that has jurisdiction over your US address. Use the national-visa checklist for “visto de residência para o exercício de atividade profissional prestada de forma remota para fora do território nacional,” not a Schengen tourist form.
- Build a three-month income pack: contracts or employer letter, invoices if you are independent, and bank statements where the credits match the contracts. Translate what the post requires; do not freelance a Google-translate stack if the checklist demands a certified translation.
- Add the standard national-visa pieces: valid passport, photos, criminal-record certificate, health insurance covering Portugal, proof of accommodation, and proof of tax residence. VFS checklists used by Portuguese posts still mirror artigo 31.º-A’s document list.
- File and wait. Enter Portugal only after the sticker is in the passport. The visa is an entry ticket to apply, not the residence title.
- Book AIMA. Bring a valid passport, the residence visa, a sworn statement from the foreign employer or client confirming the link, and a sworn address statement plus landlord declaration or land-registry proof, exactly as AIMA lists them.
- Pay the AIMA administrative fee from the current AIMA fee table (Portaria n.º 1563/2007 framework; amounts are updated in the published table). Keep the receipt with the biometrics appointment letter.
AIMA also lists disqualifiers in plain language: a fact that would have blocked the visa, a Portuguese conviction for a crime punishable by more than one year, an entry ban after removal, and a SIS/UCFE hit. Do not treat a US DUI or an old overstay as “they will not care.”
Starter path versus operator path
Starter path: W-2 from a single US employer, remote-work clause in the contract, three clean salary credits above €3,680, a signed Lisbon or Porto lease, and health insurance that names Portugal. File the residence visa, not the one-year temporary stay, unless you are testing the country.
Operator path: several clients, a US LLC, and uneven invoices. Average the last three calendar months in euros at the payment-date rate, not a year-end guess. If month two is thin, delay the VFS appointment. Keep Charles Schwab (or another US brokerage/bank that still serves expats) as the USD collection account so the Portuguese file shows a stable foreign payer, not a local salary.
Does a D8 card make you a Portuguese tax resident?
Yes, often, and the visa officer is not your tax planner. Portugal’s Autoridade Tributária FAQ 3286 follows Código do IRS artigo 16.º: you are resident if you stay more than 183 days, consecutive or not, in any 12-month period that begins or ends in the year, or if you have a home on terms that show you intend to keep and occupy it as your habitual residence.
A two-year card plus a lease is exactly the fact pattern AT uses. Register the NIF, update morada fiscal, and assume worldwide income is in the Portuguese IRS net once you trip artigo 16.º. The United States still taxes citizens on worldwide income. Moving to Porto does not end Form 1040.
US side, as of 2026 the foreign earned income exclusion is $132,900 per qualifying person on Form 2555, per the IRS page on figuring the foreign earned income exclusion. You still need a foreign tax home plus bona fide residence or 330 full days abroad. Self-employment tax does not vanish because Form 2555 wiped income tax. Pair D8 planning with the FEIE mechanics and, if you are on Schedule C, the self-employment posts — not with a Portuguese visa sticker.
FBAR and a Portuguese current account
A Portuguese current account is a foreign financial account. File FinCEN Form 114 if the aggregate of all foreign accounts exceeds $10,000 at any time in the calendar year, through the BSA E-Filing system. The FBAR due date is 15 April with an automatic extension to 15 October. No Form 4868 is required for that FinCEN extension. Form 8938, if you also trip FATCA thresholds, follows your Form 1040 due date including a valid IRS extension.
What should US persons change in the banking stack?
Keep a US dollar account you can still log into after the Portuguese address hits the KYC file. Many operators keep Charles Schwab for brokerage and ATM access, then open a Portuguese account once the NIF exists. Do not close the US account in the same week you enter, or you will fund rent from a card that Portuguese landlords will not take.
Estimated US tax still follows the April/June/September/January calendar. The D8 card does not move those dates. If Portuguese IRS later taxes the same wages, the foreign tax credit on Form 1116 is the usual US relief — not a second FEIE. FEIE and FTC stacking is its own election; do not claim both on the same dollar of earned income.
$8,000/month USD salary − €3,680 immigration floor ≈ a coverage ratio above 2× at $1.10/€. The visa is safe. The tax problem is the opposite: $96,000 of wages can still sit inside FEIE and still create Portuguese IRS if you are an artigo 16.º resident with no IFICI facts.
What can change after you file
RMMG is on a political path toward €1,020 in 2028 under the 2025–2028 social concertation agreement that produced Decreto-Lei n.º 139/2025. If the 2027 wage is €970, the D8 three-month bar becomes 4 × €970 = €3,880. Build a 10% buffer into the average you show, not a spreadsheet that kisses €3,680.
AIMA’s electronic filing channel is described as in implementation for some residence-visa holders. Until your category is live, assume an in-person Loja AIMA appointment. Appointment lag is an operational risk, not a legal extra year of visa-free stay.
Lei n.º 23/2007 and Decreto Regulamentar n.º 84/2007 get amended. If a later decree raises the multiplier or adds a savings-deposit rule, the consulate checklist wins over this article.
Practical checklist before you pay VFS
Use this as a go/no-go, not as a substitute for the post’s PDF.
- Last three months of remote pay, converted to euros at each credit date, average ≥ €3,680, sourced from non-Portuguese payers.
- Contract or employer letter that states the work is performed remotely and the payer is outside Portugal.
- Independents: invoices plus matching bank credits; drop any Portuguese-source client from the average.
- Passport validity, photos, police certificate, health insurance for the Portuguese stay, and accommodation evidence the checklist names.
- Decision: temporary stay (< 1 year) versus residence visa (AIMA two-year card). Do not apply for both as a hedge.
- US tax model: 183-day Portuguese residency, FEIE or FTC, self-employment tax if Schedule C, FBAR if foreign accounts will exceed $10,000.
- IFICI: only if you will actually take a listed Portuguese role. Otherwise model ordinary Portuguese IRS plus Form 1040.

Conclusion
D8 is a documented €3,680 three-month remote-income test plus a two-step visa. It is not a Portuguese tax holiday and it is not D7 with a laptop. If the average is real, the payer is abroad, and you can sit the AIMA appointment, the card is a clean Schengen base. If the average is a hope, wait.
If you only remember one pair of numbers: €920 is the 2026 wage, and four times that is the immigration floor. Everything else is documentation.
Frequently asked questions
What is Portugal’s 4× RMMG test for this residence path in 2026?
As of 2026 the remote-activity residence and temporary-stay routes require a three-month average of at least four Portuguese guaranteed monthly minimum wages. Decreto-Lei n.º 139/2025 set that wage at €920, so the floor is €3,680 a month from documented activity for payers outside Portugal.
Is this the same as Portugal’s D7 path?
No. Lei n.º 23/2007 art. 61.º-B covers employment or independent activity performed for entities outside Portugal. D7 is a passive-income residence path. Mixing pension deposits into a 4× average, or invoices into a D7 file, is how consulates refuse both.
Does the AIMA card make me a Portuguese tax resident?
The card does not by itself rewrite the tax code, but Código do IRS art. 16.º treats more than 183 days in a 12-month period, or a habitual home, as Portuguese tax residence. A two-year title and a lease commonly trip that test. US citizens still file Form 1040 on worldwide income.
How long is the AIMA residence title valid?
AIMA’s remote-activity page states the temporary authorization is valid for two years from the issue date of the title and is renewable for successive three-year periods. The national sticker in the passport is only the document that lets you enter and apply.
