Who actually qualifies for Latvia’s remote work visa?

PMLP does not market a “digital nomad visa” brand. The legal product is a one-year long-term (D) visa for remote work for third-country nationals. You must already work for an employer registered in an OECD member country, or be a self-employed person registered in one of those countries, and you must be able to do the job from Latvia.

The United States is an OECD member, so a US C-corp, LLC, or W-2 employer can satisfy the registration test. A client in a non-OECD country, billed through a personal US LLC, is a different fact pattern: PMLP wants the employer or self-employment registration in an OECD state, plus tax-authority paperwork, not a stack of invoices from anywhere.

Employee route versus self-employed route

Employees need two OECD-country documents, not one. PMLP asks for a tax-administration or social-insurance certificate of current employment, plus an employer letter covering at least six months with that same employer, the salary amount, and confirmation that the work can be done remotely.

Do I still owe Latvian tax if I only hold the remote work visa?

The visa does not, by itself, make you a Latvian taxpayer. Latvian tax residency is a separate test. Applications from the United States go through VF Services centers in Washington, D.C., San Francisco, Houston, Los Angeles, Miami, Chicago, and New York. The passport must remain valid at least three months past the visa, contain two blank pages, and have been issued within the previous ten years.

Health cover is not a travel-insurance afterthought. PMLP requires a policy valid in Latvia and the other Schengen states with a minimum insurer liability of €42,600 for the insurance period. A US-only PPO that excludes Europe will fail that line even if the deductible looks cheap.
