What Happens to Vanguard If I Move Abroad
Vanguard will not open a new account without a US mailing address. Convert to ETF shares and move them in kind before you sell.
- Vanguard's open-account page requires a US citizen or legal permanent resident with a US mailing address. Living or working outside the US points you to a different site.
- The June 2025 brokerage kit says a new account must provide and maintain a legal US address. A PO box does not count; a military APO or FPO address can.
- Converting VTSAX to VTI costs nothing through Vanguard and keeps the same dollar value that day. The April 28, 2026 expense ratios are 0.04% and 0.03%.
- Fractional shares do not transfer. Vanguard's agreement says 10.5 shares send 10 shares across and liquidate the fraction at that day's closing price.
- FINRA Rule 11870 gives the carrying broker one business day to validate a transfer and three business days after validation to complete it.
- Form W-8BEN is for a foreign person. A US citizen who moves abroad still uses Form W-9 and should not certify foreign status to keep a brokerage login.

You cannot open a new Vanguard account once you no longer have a US mailing address. Vanguard's open-account page says you need to be a US citizen or a legal permanent resident with a US mailing address, and it sends people who live or work outside the United States to a different international site.
The costly version of waiting shows up in a taxable account. Say you hold $80,000 of Vanguard Total Stock Market Index Fund Admiral Shares, ticker VTSAX, with a $50,000 cost basis. Selling realizes $30,000 of gain. Converting those shares to the exchange-traded share class of the same fund costs nothing through Vanguard and does not change the dollar value on the day of the conversion. Whole shares can then move to another brokerage without that sale. The broader firm-by-firm picture sits in Investing & Wealth Building, including what happens when a different US broker restricts the account after you leave.
Data note: account rules, expense ratios, and transfer timeframes were checked in October 2026 and can change. Vanguard does not publish a country-by-country list of what an existing US-citizen client may still buy.
Can you open Vanguard after you move abroad?
No, not on the US site, if you cannot show a US mailing address. The requirement is citizenship or a green card plus that address, not citizenship alone. A US citizen who already lives abroad and has only a foreign street address fails the test Vanguard prints on the open-account page.
The same page is the front door for individual retirement accounts, ordinary brokerage accounts, 529 education accounts, and accounts for minors under the Uniform Gifts to Minors Act or the Uniform Transfers to Minors Act. A joint brokerage application starts with one owner and finishes when the other owner adds their own details. If either owner has already dropped the US mailing address, do not assume the joint application will clear.
Vanguard's special notice to non-US investors says each product on the US website is intended for US residents, and that the site is not an offer in a place where that offer would be illegal. The terms of use go further: the service is available only to residents of the United States, and you may not sign up for it, access it, or try to use it from a country outside the United States. Treat a relative's US address, or a login that hides your location, as a breach of those terms, not as a workaround.
What the brokerage application adds
The June 2025 kit for moving a nonretirement mutual fund account into a brokerage account says you must provide and maintain a legal US address to be eligible. A post office box or a rural route number does not count as the street address. A military APO or FPO address does. That kit is the wrong form for opening a brokerage IRA or for moving a mutual fund IRA, so a retirement account needs its own paperwork while you still qualify.
Money you send in by bank transfer can take 3 to 7 days before it is available to invest. If you are still a US resident and you want the account funded before a move, start that transfer early enough that the cash is in the settlement fund before you change the address on file.
What changes on an account you already have?
Vanguard does not publish a single public sentence that says every existing client who moves abroad is switched to sell-only. What it does publish is a set of limits that get sharper once the firm knows you are no longer a US resident, plus a website that is not offered for use from outside the United States. Plan as if new purchases online are not something you can count on, and get a written answer from Vanguard for your destination before you need it.
The brokerage account agreement enclosed with that June 2025 kit is marked effective October 1, 2026. It lets Vanguard Brokerage Services reject, cancel, or condition orders, and it lets the firm restrict or close an account when it believes it has to. It also says the firm is not liable for trading losses you claim came from a restriction. That is a broad reservation, not a promise that your specific country will be blocked. Ask for the answer in writing anyway, and save it with your statements.
Are you still a US person for the tax form?
A US citizen who moves abroad is still a US person. Form W-9 is the certificate you give a payer so it can report income to the Internal Revenue Service, including income paid to you and contributions you made to an IRA. Form W-8BEN is the certificate a foreign person gives the payer. Do not sign the foreign-person form because a bank clerk asks for "the international form."
Vanguard's own kit draws that line. A nonresident alien must complete Form W-8 electronically, and the form says additional restrictions apply to accounts owned by nonresident aliens. Under the brokerage agreement, nonresident aliens may not be allowed to take a distribution in shares rather than cash. The no-fee dividend reinvestment program is also unavailable on accounts subject to nonresident-alien withholding, or to backup withholding. Those lines are about foreign persons, not about a US citizen who simply changed cities.
- Download cost-basis statements before any transfer. The agreement requires Vanguard to report basis to you and the IRS for stock acquired on or after January 1, 2011, and for mutual fund shares acquired on or after January 1, 2012.
- If you hold foreign stocks or American depositary receipts in US dollars, the agreement charges 1% of the gross dividend, capped at $100 per dividend payment, when foreign tax relief is received on that dividend.
- A workplace 401(k) is not the retail brokerage account. The agreement says people who hold ordinary fund shares inside a 401(k) or other employer plan generally cannot convert those shares to ETF shares. Ask the plan, not the retail website.
How do you move the fund without selling it?
Use the conversion privilege while the account is still a Vanguard brokerage account you can operate, then transfer whole shares. The April 28, 2026 summary prospectus for the ETF shares, ticker VTI, lists the transaction fee on a conversion to ETF shares as none through Vanguard. Broker fees elsewhere can differ. The brokerage agreement says you receive shares of one class in place of another class of the same fund, and the dollar value is unchanged at the moment of conversion. The number of shares can change because the two classes have different prices.
The conversion is irreversible. ETF shares cannot be turned back into the mutual fund class. If you later sell the ETF shares in a taxable account to buy the mutual fund again, that sale can be taxable, and you would have to meet the fund minimums again. Admiral Shares of the same fund require $3,000 to open a fund account and $1 to add, according to the April 28, 2026 VTSAX summary prospectus.
A hypothetical $80,000 holding
Say the $80,000 of VTSAX is in a taxable Vanguard brokerage account, the basis is $50,000, and you still have a legal US street address. You request the conversion before the New York Stock Exchange close, which the agreement says is usually 4:00 p.m. Eastern. Requests before that close typically process the same day. Requests after it typically process the next trading day. On the day of the conversion the position is still worth $80,000. The $30,000 gain stays unrealized because you did not sell.
The April 28, 2026 VTSAX prospectus puts the Admiral expense ratio at 0.04%, so $80,000 costs $32 a year at that rate. The VTI prospectus puts the ETF class at 0.03%, or $24 a year on the same $80,000. The gap is $8 a year. On the prospectus $10,000 examples, assuming a 5% return, year one is $4 for Admiral Shares and $3 for the ETF shares. The fee gap is not why you convert. The unsold $30,000 gain is.
Whole shares can move. Fractional shares cannot. The agreement's own example: if you own 10.5 shares of a stock and you transfer the position, 10 shares go and the half share is sold at that day's closing price. A tiny cash stub is not the same event as selling the $80,000 position. Employer-plan shares are the exception already noted. A retail IRA is a Vanguard brokerage account, not a 401(k), so the employer-plan sentence does not by itself block an IRA conversion. Confirm the IRA is on the brokerage platform before you click convert.
The receiving firm pulls the shares through the Automated Customer Account Transfer Service. FINRA Rule 11870 gives the firm that holds the account one business day to validate the instruction or to take exception, and three business days after validation to complete the transfer. Some assets sit outside that clock. The National Securities Clearing Corporation removed an extra settlement-preparation day from the process effective October 17, 2025, so do not budget an older five-day habit. A rejected instruction, a margin debit, or a share that will not transfer can stretch it.
Which account can take the shares?
Open the next account before you delete the US address at Vanguard. Charles Schwab publishes a Schwab One International account for many people who live outside the United States and want US stocks, options, ETFs, and bonds. Its international brokerage page says there is no minimum deposit to open an individual or joint account, online listed-equity trades are US$0, and there is no fee to open or maintain the account. Other fees still exist. Options are US$0.65 per contract. A trade placed with a broker is US$25, and an automated-phone trade is US$5. An outgoing wire is US$25. The US$0 stock commission does not cover over-the-counter stocks, transaction-fee mutual funds, futures, bonds, or trades placed on a foreign exchange.
That page also lists the documents for its international application: a substitute Form W-8BEN, a passport copy, and a utility bill. Read that list against your own status. Form W-8BEN is for a foreign person. A US citizen should not certify foreign status to get the account open. If the application in your country will not take a US person, use a different path, including the comparison in the guide to US brokerage restrictions after you move. Schwab does not publish one frozen list of eligible countries, so run the application for the country you will actually live in.
| Path | Published cost | What you keep | Where it stops |
|---|---|---|---|
| Open a new Vanguard US account after the move | Not offered without a US mailing address | Nothing new on the US site | US citizen or green card holder, plus a US mailing address |
| Convert VTSAX to VTI at Vanguard | No conversion fee through Vanguard | Same dollar value that day; gain stays unrealized | Irreversible; 401(k) shares generally cannot convert |
| Transfer whole shares in kind | One business day to validate, three to complete after that | The covered share lot, aside from a fractional stub | Fractional shares are sold at the closing price |
| Schwab One International | $0 to open an individual or joint account; $25 outgoing wire | US stocks, options, ETFs, and bonds if the country is accepted | Application lists Form W-8BEN; US persons should not use a foreign-status certificate |
| Sell VTSAX for cash | No redemption fee on Admiral Shares | Cash, after the gain is realized in a taxable account | A $25 yearly service fee is listed for certain Admiral balances under $5,000,000 |
The $25 line is not a bill for every account. The April 28, 2026 VTSAX summary prospectus lists a $25 annual account service fee for certain fund account balances below $5,000,000, alongside a 0.04% expense ratio and no redemption fee. Check the statement rather than assuming it is waived. On a $10,000 Admiral position, that prospectus example is $4 of fund expenses in year one, before any account service fee.
Do not replace the US fund with a local version of a Vanguard fund in Europe or elsewhere. A US person who owns a passive foreign investment company can have to file Form 8621. The filing math is harsh enough that the practical rule is to keep US-domiciled ETFs, which is the point of the PFIC guide for expats. Vanguard's non-US sites are for non-US investors. They are not a substitute brokerage for a US citizen.
What should you do before the address change?
Change the address only after the shares have a place to land. The order below is the one that keeps the $30,000 hypothetical gain unrealized and keeps a US person off the wrong tax form.
- Confirm you are a US citizen or a green card holder and write down the legal US street address still on the account. A post office box does not satisfy the brokerage kit. An APO or FPO address can.
- Confirm the taxable account, and any IRA you want to convert, is a Vanguard brokerage account. Leave workplace 401(k) shares with the plan administrator.
- Download positions, cost basis, and recent statements. Covered mutual fund shares acquired on or after January 1, 2012, are in the IRS reporting rules.
- Request the ETF conversion before 4:00 p.m. Eastern on a trading day if you want same-day processing, and accept that you cannot convert the ETF shares back.
- Open the receiving account for your real country of residence. If it is Charles Schwab, confirm a $0 minimum still applies and that you are not being asked to sign Form W-8BEN as a US person.
- Submit the transfer of whole shares. Budget one business day for validation and three business days after validation, then chase any exception.
- Only then update Vanguard with the foreign address, and keep the written country policy they send you.
Conclusion
A move abroad does not have a published Vanguard switch that sells your funds for you. It does have a hard door on new accounts: a US mailing address, on top of US citizenship or a green card. The US website's terms reserve the service for US residents. The clean path, while you still have the legal US street address, is to convert eligible mutual fund shares to the ETF class at no Vanguard conversion fee, then transfer the whole shares. On the hypothetical $80,000 taxable lot, that keeps a $30,000 gain unrealized and cuts the published fund expense from $32 a year to $24.
Get Vanguard's answer for your country in writing, keep the cost-basis file, and do not certify that you are a foreign person if you are a US citizen. A local fund with a familiar name can create a Form 8621 problem that a US-listed ETF does not.

Frequently asked questions
Can I open a Vanguard account after I move abroad?
Not on the US site if you lack a US mailing address. Vanguard says you must be a US citizen or a legal permanent resident with a US mailing address, and it directs people who live or work outside the US to its international site.
Does converting VTSAX to VTI count as a sale?
Vanguard's brokerage agreement says a conversion swaps one share class for another of the same fund and does not change the dollar value that day. It is irreversible. Selling the ETF shares later in a taxable account to buy the mutual fund again can be taxable.
Do I file Form W-8BEN with Vanguard because I live abroad?
No, if you are a US citizen. Form W-8BEN is for a foreign person. Form W-9 is the certificate a US person gives a payer. Vanguard's kit assigns Form W-8, and extra account restrictions, to nonresident aliens.
How long does a Vanguard transfer to another broker take?
FINRA Rule 11870 gives the firm that holds the account one business day to validate the transfer instruction or take exception, then three business days after validation to complete it. Fractional shares are sold instead of transferred, and some assets are outside that clock.
